If you don't have this and do not have an Android Settings within your Control Panel then it would seem that your version of the netbook does not have Android pre-installed. You would have to source a method of installing a non standard build of Android for the hardware yourself if available. If the laptop doesn't get past post its more than likely a hardware fault, if it reaches a Windows screen then Windows is more than likely corrupt, so re installing the OS should hopefully fix it.
